After lengthy negotiations, EU leaders have reached a political agreement on the New Pact, paving the way for adopting the comprehensive set of migration and asylum reforms in spring 2024. In this context, the European Policy Centre (EPC) will systematically examine the reforms, in cooperation with several partners. Coinciding with the Belgian Council Presidency and the 2024 European elections, activities will address questions concerning the impact of the reforms, identify implementation gaps, and define policy priorities for the next legislative cycle.
With the Odysseus Academic Network, the EPC will organise a series of multistakeholder roundtables to support a “Dialogue on the future of EU migration and asylum policies in the context of the New Pact reforms”, taking place in spring 2024.
With the Foundation for European Progressive Studies (FEPS), the EPC will produce a series of short, policy-oriented publications, featuring targeted recommendations on the new rules governing: i) the screening of irregular entries and border procedures, ii) the system replacing the current Dublin framework, including the new solidarity mechanism, iii) crisis situations, and iv) the external dimension of the Pact, to be published during the European Parliament elections.
Further publications outside of the cooperation with FEPS are foreseen including on the institutional architecture and redistribution of powers resulting from the New Pact reforms as well as on policy areas such as the future Schengen system and legal migration.
As the reform process reaches its final stage, these combined activities will:
- Contribute to sharpen collective understanding around the Pact’s potential to improve the functioning of the EU’s asylum and migration systems.
- Define policy priorities for the new EU legislative cycle 2024-2029.
- Assess the reforms’ potential ability to address EU citizens’ long-standing concerns on a topic, which will feature centrally in the 2024 European Parliament elections.
