Fair Energy Transition for All

The “Fair Energy Transition for All” (FETA) project explored the concerns, fears, hopes and expectations of economically and socially disadvantaged people with regard the energy transition to an energy systems based on environmentally friendly renewable energy and high-energy efficiency.

The overall project was spearheaded by the King Baudouin Foundation (KBF), together with ifok and Climate Outreach, and with the European Policy Centre leading the European track and in charge of supporting national policy experts to turn the concerns and ideas of the citizens’ into recommendations for the EU and member states. In parallel, the EPC set up and ran an EU Task Force that provided reflections to the project from the EU perspective.

The project adopted an innovative methodological approach, based on a three-step approach:

1. listening to vulnerable people;
2. developing policy recommendations based on their needs, hopes and fears; and
3. getting feedback from the target group on these policy recommendations.

The learnings and best practices of the process that involved over 900 citizens all over Europe through over 90 focus groups and including 150 experts on national and European level are now compiled in the Method Guide “Make the invisible visible: How to engage with hard-to-reach citizens for policy development”.

The Method Guide aims to be a practical guide for everyone planning to better involve hard-to-reach citizens in the public debate, decision-making, and policymaking processes – regardless of the topic. It is meant to be a hands-on guide rather than on theoretical excursions. Everyone should feel free to adapt the proposed ideas, methods, and measures, and combine them in different ways.
