Relocation and refugee quotas: Which way forward?

Since the first EU relocation scheme was adopted in September 2015, questions about mandatory refugee quotas and how to fairly distribute asylum seekers across the Union have led to intense debate and political tensions within and between member states. At the 14-15 December European Council Summit European Council President Donald Tusk called attempts at imposing refugee quotas “ineffective”, which was met with critical responses from the European Commission, the European Parliament and several member states. At this Policy Debate MEP Cecilia Wikström and Czech State Secretary for European Affairs Aleš Chmelař set out their diverging views on how to move forward and addressed questions about relocation in the context of the ongoing reform of the Dublin Regulation. They also talked about prior relocation schemes and the infringement proceedings linked to these schemes, intra-European solidarity in managing migration and future prospects in that regard.
