The EU has faced a multitude of crises over the past 15 years; the 2008 financial crisis, the refugee crisis, and the looming climate emergency being only a few. The COVID-19 pandemic, like the crises that came before, demanded the knowledge of experts and researchers to navigate the uncertainties of lockdowns and vaccines. It is crucial that policymaking during crisis is based on the highest standards of research ethics and scientific integrity to minimise misinformation that could be detrimental. This raises the question; how can we ensure that policymaking is based on accurate and unbiased research and analysis?

This conference will mark the end of the PRO-RES project, a Horizon 2020 project with the aim to encouraging policymakers and advisers to seek evidence for their decisions from research that has been conducted ethically, responsibly, and with integrity. The conference will present the main project outcome, an ethical guidance framework for researchers, policy advisers and policymakers and discuss them in the broader context of the current crisis. In doing so, it will touch upon the challenges of advising policymaking during COVID-19 and the road ahead for evidence-based policymaking and advice in times of permanent crisis.
