Possible Committee of the Regions (CoR) political messages regarding the upcoming EU multiannual financial framework (MFF) post-2013

The debate on the next Multiannual Financial Framework has started. The release of the EU Budget Review by the Commission last October has set out some major issues all institutions will have to debate, before the official start of these difficult negotiations. Within this context, the Committee of the Regions (CoR) has a key role in ensuring that a territorial perspective is taken into account when discussing the EU budget. However, emphasis should be put on a limited number of policy questions where the CoR will be able to elaborate coherent and cohesive messages. Fabian Zuleeg and Elisa Molino suggest that the CoR should concentrate on issues related to ‘better spending’ and to ‘new delivery mechanisms’.
