A wave of hybrid attacks on European subsea infrastructure has brought the EU’s undersea networks into sharp focus. Once considered safe and harmonious, waterways such as the Baltic and North Seas are now flashpoints for hybrid threats, most notably from Russia.
At the same time, ownership of these networks is becoming increasingly concentrated. Four US companies – Meta, Amazon, Google, and Microsoft – now control 71% of subsea fibre capacity, while European firms struggle to keep pace with the AI and cloud boom. With most cables privately owned, the EU has limited control over the critical links of its digital networks, raising concerns over technological sovereignty and resilience.
The discussion will explore how Europe can protect its fibre, electricity, and gas cables from sabotage, bolster industrial competitiveness, and ensure the EU sustains a secure, resilient, and competitive subsea network for the future.
