On 3 November, Americans will vote in midterm elections that will determine control of both chambers of Congress, two years into Donald Trump’s second term. Republicans currently hold a narrow majority in the House of Representatives and a 53–47 majority in the Senate. Many indicators of voter sentiment suggest that the Democrats are favoured to win back the House, while the Senate is expected to be a much tighter contest, with Democrats needing a net gain of four seats.
The campaign has been dominated by the cost of living, the economy and the administration’s record on tariffs and immigration. Foreign policy has played a smaller role in voters’ choices but matters a great deal to Europe. The new balance of power will undoubtedly shape US support for Ukraine, sanctions on Russia, commitments to NATO and the direction of EU–US trade relations. The question remains as to whether this shape will be to Europe's liking.
This EPC online Election Monitor will analyse the results and their broader implications for the United States and Europe. What political factors drove the outcome? What will the results mean for US policy on Ukraine, NATO and the transatlantic relationship? What will be their implications for EU–US trade relationship and European security?
This event welcomes the participation of EPC member organisations, EU institutions and media.
