"The autumn of enlargement is coming" declared Commissioner Marta Kos. The 2026 Enlargement Package, due on 4 November, is set to test that promise. It is expected to include roadmaps for four candidates – Albania, Moldova, Montenegro and Ukraine – setting out the steps towards membership. It will also propose strategic areas for advancing candidates’ gradual integration into EU policies before accession.
The package comes weeks after the Commission’s pre-enlargement policy reviews, which identify policy adjustments to prepare the Union for new members. How concrete will the accession roadmaps be, and will member states match reforms expected of candidates with commitments of their own?
In this in-person policy briefing, Gert Jan Koopman, European Commission Director-General for Enlargement and Eastern Neighbourhood (ENEST), will present and discuss the key findings of the 2026 Enlargement Package.
This event welcomes the participation of EPC member organisations, EU officials and media representatives.
