Artificial intelligence is transforming the European labour market, and may lead to new opportunities for job creation and productivity. As AI adoption accelerates, significant disparities remain between member states, sectors and groups of workers, with a range of attitudes and profiles. Mid-career workers, in particular, risk being left behind as training frameworks come up to pace with the technological transition. Ensuring that the AI transition benefits workers across Europe will require a strong focus on equipping people with the skills to adapt.
The EU has demonstrated a strong commitment towards addressing these challenges through initiatives such as the Union of Skills and the Pact for Skills, which aim to support reskilling and workforce transitions. Building on this progress, further efforts are needed to strengthen implementation and increase adult learning across member states. As the European Commission prepares the Quality Jobs Act proposal, there is a timely opportunity to consider how existing progress can be advanced.
This Policy Dialogue will examine how the EU and member states can bridge the gap between AI readiness and skills development, bringing together stakeholders from the European institutions, business and civil society. It will explore how AI can support job creation, improve working conditions and foster inclusion, while identifying the policy tools needed to address skills gaps and regional disparities. The discussion will take stock of progress under the Union of Skills and consider priorities for the next phase of EU action. After a keynote address by Ann Birch, Head of Unit for the Union of Skills, DG EMPL, the panel will be moderated by Elizabeth Kuiper, Associate Director at the EPC.
This event welcomes the participation of EPC member organisations, EU officials and media representatives.
