Russia’s full-scale invasion of Ukraine has inflicted more than $400 billion in direct damage from the destruction of critical infrastructure. The war has also severely affected the country’s economic output and scarred Ukrainian soil with mines and other lethal ordnance which threaten to protract the human toll even beyond the end of the conflict.
In response to these challenges, like-minded partners such as Japan have expanded their investment and trade commitments with Ukraine, deployed on-the-ground aid, and reaffirmed their shared values and strategic priorities with the EU.
This online Policy Dialogue will identify actionable policies for Ukraine’s economic and material recovery and explore the potential for cooperation on security and reconstruction between Ukraine, Japan, and the EU.

The Europe in the World (EiW) Programme scrutinises the impact of a changing international system on Europe and probes how the EU and its member states can advance their interests and values on a regional and global level. It examines the EU’s relations with both major and middle powers around the world, and how Europe can continue to contribute to a rules-based global order. Secondly, the Programme focuses on the role of the EU in fostering reform, resilience and stability in neighbouring regions and looks closely at developments in Turkey and Ukraine, among other countries. Thirdly, the Programme examines and seeks to advance the development of Europe’s security and defence policy.
