In an effort to respond to the COVID-19 health threat, a wide range of emergency measures have been taken by governments in the past months. Many of those have led to restrictions of fundamental freedoms, such as freedom of movement and assembly, but also to the right to privacy and data protection.

Some member states have adopted new laws obliging providers to share personal and/or location data with state authorities; many are currently developing tracking applications, some of them with the help of AI; and drones have been used to monitor the social distancing rules. At the same time, the European Union has stressed the importance of the digital transition in its proposal for the economic recovery “Next Generation EU”.

 

During this webinar, we will discuss the tensions between public health measures and upholding fundamental values such as data protection and the right to privacy with a particular focus on the following questions:

 

• Is it possible to bridge the tensions between emerging public health and the right to privacy and data protection?

• Does the processing of personal data by public authorities for health purposes open the door to surveillance?

• How the EU’s digital agenda is linked to the COVID-19 recovery measures?

 

Andreas Aktoudianakis, Policy Analyst at the European Policy Centre, will give an overview the measures taken in the digital sphere in response to the crisis. Fabio Chiusi, Project Manager at AlgorithmWatch, one of Connecting Europe's project partners, will present the results of his new report "Automated Decision-Making Systems in the COVID-19 Pandemic: A European Perspective". The discussion will be moderated by Sophie Pornschlegel, Connecting Europe Project Leader.
