Since October 2013, Dr. Fabian Zuleeg is Chief Executive of the European Policy Centre, with overall responsibility, including providing strategic direction, managing its staff and resources and representing the EPC. He remains Chief Economist at the same time (a post he has held since January 2010). Fabian holds a PhD on the political economy of EU accession from Edinburgh University. Before coming to the EPC he has worked as an economic analyst in academia, the public and the private sector. He is currently Honorary Fellow at the Europa Institute of the University of Edinburgh and Honorary Professor at Heriot Watt University.

His research focuses on the economic and Euro crises, including the reform of the new economic governance at Eurozone level. He also works on the Single Market, Digitalisation, European labour markets and the EU budget. He has a long standing interest in the political economy of European integration, with a particular focus on the UK-EU relationship, analysing the impact of Brexit on the UK and the rest of the EU, as well as the process of separation. He was appointed to the Standing Council on Europe, established by Scotland’s First Minister after the Brexit vote in June 2016.

Fabian also is a member of the University of Warwick European Advisory Board, the CIPFA Governments Faculty Board and the DIGITALEUROPE Brexit Advisory Council, as well as sitting on the Advisory Board of the Scottish Centre on European Relations (SCER).

Fabian works closely with decision makers in the European institutions, the EPC members and partners and the wider Brussels stakeholder community. Fabian regularly comments on current political and economic issues in the EU in the media. He also chairs and contributes to a wide range of debates, conferences and seminars and has researched and published widely on European integration and on European economic and social policies.

Fabian Zuleeg, Chief Executive of the EPC, participated in a high-level programme organised for him by the Japanese government, taking place from 20 to 25 February 2017 in Tokyo. The programme provided him with the opportunity to deepen his knowledge about Japan, through exchange of views with researchers, businesses and officials, as well as providing the Japanese interlocutors with analysis on the situation in Europe, including the impact of Brexit and views on EU-Japan relations, specifically the Strategic Partnership and the possibility of an Economic Partnership Agreement. The EPC will use this input in its work, aiming to provide an objective review of current challenges and future prospects of bilateral cooperation between the EU and Japan in a variety of policy areas, notably in the economic and external relations domains, also in the light of transforming regional and global challenges.

On 17 January 2017, Fabian Zuleeg represented the EPC in the Final Workshop of the EU-India Think Tank Initiative 2016, in Delhi, India, and moderated a session on the EU Global Strategy for Foreign and Security Policy and its implications for EU’s relations with India and Southern Asia. The Workshop provided the final event of a year-long project, managed by a consortium led by DAI Europe and involving the EPC and the EU-Asia Centre, and supported by the EU Delegation to India. The European Policy Centre has named its new Chief Executive.

Dr Fabian Zuleeg, who is currently the EPC’s Chief Economist and heads its ‘Europe’s Political Economy’ programme, will take over as Chief Executive from Hans Martens during September 2013.

Fabian said “this is an exciting opportunity to head up one of Europe’s key think tanks at a time when sound analysis and open debate is needed more than ever. I am looking forward to continue working with the EPC team and Governing Board, its strategic partners, its membership and its large network of EPC friends and EU policymakers to set it on a successful path for the next decade”.

Hans Martens will step down by end September after 11 years at the head of the EPC, during which time it has gone from strength to strength as a leading Brussels think tank, helping to shape policy developments and working at the cutting edge of EU affairs to give its members and the public the tools they need to understand the complex world of EU politics.

Hans said: “I have had a very satisfying time at the helm of the EPC but after more than a decade I felt it was time for a new start for the EPC and for me. The appointment of Fabian as Chief Executive provides the organisation with the opportunity to build on its strengths and successes, ensuring that the EPC will continue to provide high quality debate, analysis and networking opportunities, contributing to making European integration work.”

After an open competition, the decision to appoint Fabian Zuleeg was taken by the Governing Board, made up of non-executive directors (administrateurs) and responsible for the overall management of the EPC (day-to-day management is assigned to the Chief Executive).

The Head of the Governing Board, former European Commissioner Meglena Kuneva, commented that “after more than a decade in which Hans Martens has established the EPC as one of the key European think tanks, the EPC can now move forward under the direction of Fabian Zuleeg, providing European policymakers with the ideas and recommendations they need to address the major challenges Europe faces. I would like to thank Hans for all the work he has done and wish Fabian much success”.

EPC President Philippe Maystadt, former president of the European Investment Bank, noted that “decision-makers need good policy analysis and ideas more than ever, and think tanks are well-placed to provide that. I am confident that the EPC will continue to do so in its established excellent way under its new leadership”.
