Janis A. Emmanouilidis joined the EPC in 2009 as a Senior Policy Analyst. Since 1 October 2013, he is also the EPC's Director of Studies.

He has published widely on the EU's overall political and institutional development, the sovereign debt crisis, the perspectives of differentiated integration in an EU 27+, the Union's foreign, security and defence policy, and on EU enlargement. His latest book, The Delphic Oracle on Europe, co-edited with Loukas Tsoukalis, was published by Oxford University Press in May 2011. Janis has been an advisor of various governments, EU institutions, European parties and NGOs on a broad range of issues related to European integration and has commentated widely on EU affairs in the media.

Before joining the EPC he was Stavros Costopoulos Research Fellow at the Hellenic Foundation for European and Foreign Policy (ELIAMEP) (2007-2009), Senior Research Fellow at the Center for Applied Policy Research (CAP) (1999-2007), and Research Fellow at theInstitut fr Europische Politik (IEP) (1995-1997). At present he is also Research Associate at ELIAMEP and EU Institutional Development Advisor of the Polish think-tank demosEUROPA – Centre for European Strategy.

Janis has studied international relations and strategic studies in the UK and economics at the University of Erlangen-Nrnberg, Germany.

Janis Emmanouilidis, Julian Rappold, and Yann-Sven Rittelmeyer have been consulted by Ms Valérie Gomez-Bassac and Mr Michel Herbillon, members of the French Parliament, respectively Rapporteur and President of the working group on 'Democratic conventions to relaunch Europe' of the Assemblée Nationale. The discussion focused on the link between the citizens and the EU, and was related to the experience gained from the New Pact for Europe' and Connecting Europe projects.

Janis Emmanouilidis wrote a paper on 'The Future of a More Differentiated E(M)U – Necessities, Options, Choices', prepared within the context of the project EU60: Re-Founding Europe. The Responsibility to Propose. This initiative was launched by the Istituto Affari Internazionali (IAI) and the Italian Ministry of Foreign Affairs and International Cooperation (MAECI), in cooperation with the Centro Studi sul Federalismo (CSF) and in the framework of IAI’s strategic partnership with the Compagnia di San Paolo, on the occasion of the 60th anniversary of the Treaties of Rome.

The paper argues that future EMU reforms will require a higher level of differentiation between Euro and non-Euro countries. However, the creation of a closed core Europe involving merely the “willing and able,” which would establish a two-tier Europe with different institutionalized classes of membership, is neither likely nor desirable. It should not be the Leitbild (guiding concept) steering the way towards a more differentiated Europe. The EU and its members should rather adhere to the notion of functional-pragmatic differentiation by applying instruments of differentiated integration foreseen by the EU Treaties. However, given the experience since 2010, member states are likely to continue to revert to intergovernmental avenues of differentiation outside the EU’s framework. In this case, it would be advisable to make sure that future agreements/arrangements follow the logic and principles of an intergovernmental avant-garde to avoid some of the risks linked to a higher level of cooperation outside the Union’s legal framework.

Presentation of the second project report 'Towards a New Pact for Europe'
1 December 2014

The second project report – Towards a New Pact for Europe – was presented and discussed at a public event in Warsaw on December 1. Following a presentation of the report's key points and recommendations by Janis A. Emmanouilidis, Director of Studies at the European Policy Centre, the new Foreign Minister, Grzegorz Schetyna, used to opportunity to deliver his first major speech on the Poland´s perspective regarding the future of the European Union. Minister Schetyna praised the quality of the report arguing that it both identifies Europe's key challenges and presents ambitious while at the same time also realistic proposals in view of the new institutional cycle. He announced that Poland wants to participate in the discussion on the EU future and that his country will lobby for making EU institutions more effective. Minister Schetyna explicitly underlined the need for an Energy Union, which could integrate all 28 Member States: "This is another Polish project – after the Eastern Partnership – that all the EU countries should intensely cooperate in".

New pact event

The keynote speech of Minister Schetyna was followed by a panel debate with Marek Cichocki, Research Director at the Natolin European Centre, Roman Kuzniar, Advisor on International Affairs to the President of the Republic of Poland, Katarzyna Zajdel-Kurowska, Member of the Board of the National Bank of Poland, and Janis A. Emmanouilidis, which was moderated by Pawel Swieboda, President of demosEUROPA - Centre for European Strategy. The debate covered a number of issues including among others the prospects for the new investment package proposed by the Juncker Commission, the perspectives for Poland's entry into the euro area as well as the future regional and global role of the EU especially in light of the tense situation in the Eastern part of the continent.

14 October 2014

Janis A. Emmanouilidis spoke at the annual meeting of the 500 Europe Direct information centres, which took place on 14 October 2014 in Bonn. In his speech he argued that the EU and its members are faced with increased fragmentation between and within Member States and with a growing perception that European integration is no longer a 'win-win' situation for all. To create fresh momentum there is thus a need to elaborate a 'New Pact for Europe' between Member States and between the EU and its citizens.

The basic theme of the interdisciplinary seminar was: ‘Integration or Disintegration? Which way forward for Europe?’. In the beginning of a new EU institutional-political cycle (2014-2019), the international participants of the 11th ELIAMEP European Seminar discussed the outcome and potential implications of the May 2014 European Parliament elections, the 'new balance of power' within the EU, the centrifugal forces that have been gaining strength between and within countries, the changing geopolitical context in Europe's neighbourhood and beyond, the different dimensions of the 'euro area crisis', as well as the perspectives for economic reform and the challenges to the social contract at national and European level. In the final session, participants explored the potentials for a 'new grand bargain' between EU member states and between the Union and its citizens, a subject closely related to the New Pact for Europe project conducted by the EPC and a consortium of European foundations.

A cure for the EU's legitimacy deficit?

The Lisbon Treaty seeks to enhance democratic scrutiny at all levels by strengthening the European Parliament, involving national parliaments, and empowering citizens through the introduction of the Citizens' Initiative. In this paper, Janis A. Emmanouilidis analyses the major innovations and asks whether the reforms laid down in the Lisbon Treaty will cure the EU’s legitimacy deficit. The author argues that boosting the Union’s 'input legitimacy' is important but does not suffice to bridge the existing gap between the EU and its citizens. The Union will ultimately be judged on the output it generates, and Member States bear the main responsibility for making the 'new EU' capable of providing the kind of returns which may convince citizens of its added value.
