Since the beginning of the Arab Spring, migration issues have become very sensitive and led to tensions between Italy and France. In this Commentary, Yves Pascouau reflects on the grey areas relating to the issuance of temporary residence permits to Tunisians with regard to EU rules as well as the proportionality of the French reaction. He then analyses the consequences of the Italian-French joint letter sent to EU officials proposing to revise the Schengen rules, which could have the potential to significantly undermine the philosophy of the Schengen system.
