The EEAS is finally here. In this commentary Senior Adviser Graham Avery considers the potential and problems of the new arrival. Its structure at headquarters and its Union Delegations throughout the world can provide a more coherent, visible and effective way of conducting EU foreign policy. But the service faces problems, including low morale among personnel, nationalism displayed in setting it up, risks of friction with the Commission, and disputes over EU representation in international organisations. EEAS has commenced life with delays and handicaps, but with good sense they can be overcome.
