EU Strategic Partnerships: are they worth the name?

On the eve of the European Council, called to discuss the Union’s foreign policy and in particular its relations with individual ‘partners’ (China, the BRICS, etc.), this commentary by Rosa Balfour questions whether strategic partnerships are worth keeping in their current shape. On the eve of the External Action Service becoming active, it is high time to discuss the ABC of a renewed foreign policy, but a ‘strategic vision’, as advocated by Van Rompuy, will not materialise so long as it is missing in national capitals too.
