Building societal security in Europe: the EU's role in managing emergencies

Terrorist attacks, the spread of avian flu, and flash floods and forest fires across Europe last year have all contributed to a growing sense of vulnerability in European societies – and sparked a growing debate about how to combat such threats, and cope with them when they cannot be prevented. This Working Paper charts the EU’s growing role in this area, identifies the major challenges in developing this role and sketches out some possible ways forward.
